North Star Mentoring helps young people with a history of foster care and/or out of home placement to make permanent connections with positive adult role models.

The Erie County Independent Living Program is a contractual and collaborative arrangement between Family Services of NW PA, Bethesda Lutheran Services, and the Erie County Office of Children and Youth (OCY). OCY contracts with both Family Services of NW PA and Bethesda to provide jointly the direct services of the Erie County Independent Living Program (ECILP) to youth aged 14-23. 

Bethesda Lutheran Services

Bethesda Children's Home was officially incorporated in 1919 as the Orphans’ Home of the Pittsburgh Synod of the Evangelical Lutheran Church, through the generosity of Mr. William S. Wise who donated his farm for the purpose of creating an orphanage.  The early program at Bethesda was primarily one of custodial care. The girls were taught housework, sewing, and domestic science. The boys worked on the farm, in the fields, gardens, and barn. There was also an on-grounds school which was attended by local children as well.


Today, Bethesda serves more than 1000 children, and their families from across Western Pennsylvania every day.  A day treatment was started in 1991. This program which is designed for children and youth who struggle in the public school setting allows participants to attend smaller classrooms with more individualized instruction while remaining in their own homes. In 1992 Bethesda added the Partial Hospitalization program which provides psychiatric and psychological testing and counseling to the youth of Crawford County. These services are provided during the day at school which allows for the youth to remain in their own homes.

Family Services of NW PA

Since 1882, Family Services of NW PA has been committed to strengthening family life. Family Services is a leading nonprofit social service provider offering a comprehensive continuum of care and high quality, innovative programs and services designed to strengthen the lives of children and families.


Family Services employs more than 170 staff and touches the lives of 12,000 individuals annually. Core service areas include Child Welfare; In-Home Behavioral Health; School-Based; and Mentoring, Support and Education. In April 2018, Family Services opened a Psychiatric Outpatient Clinic in Erie. The Psychiatric Outpatient Clinic provides access to the vital elements of psychiatric care and medication management.


Family Services is accredited by the Council on Accreditation (COA). Member agencies include the Alliance for Children and Families, Big Brothers Big Sisters of America and the United Way of Erie County. The Adoption and Family Based Mental Health programs are licensed by the Department of Public Welfare.
